Distinguish assessment from intervention
Ask which report supports the quote, which areas it covers and what investigation remains. Clarify whether initial assessment is included or a separate assignment. Do not equate suspect material with a confirmed finding, or localised removal with work throughout the building.
Clarify procedures and qualifications
The ITM requires training for activities exposing or potentially exposing employees to asbestos. It publishes separate work-plan and advance-notification documents. Ask the contractor to substantiate applicable competence and procedures; this page does not select the regime for the site.
Compare a complete scope
Separate preparation, intervention, waste handling and checks or completion documents planned for your case. Ask about exclusions and who confirms conditions for subsequent work. Necessary protection is not a comfort option to rank as economy or premium.

Without comparable scope and verifiable data, that ratio would conceal different services. First define the assignment and its inclusions.
Is replacement flooring included?
Ask explicitly. Removal, making good the substrate and installing new material need separate identification in the offer.
