The budget covers a structure designed for a specific situation, not just its visible face. Separate design, preparation, foundations, structure, water management and reinstatement. A square metre rate is comparable only when its reference area, wall geometry and included work match.

Clarify units
Where square metres are quoted, identify visible face or other measurement basis. Also specify length, changing heights and thickness or footprint. Stone and fill require quantities with their own units. Equal face area does not mean equal material volume.
Expose buried work in the quote
Separate design, setting out, excavation, spoil handling, foundations, backing preparation and water management, including the planned discharge point. Identify variation terms if encountered ground differs from documented assumptions.
Compare finished work
Include delivery, lifting, assembly or masonry, backfilling, finishing and access reinstatement. Separate any fall protection and landscaping. A cheaper alternative must meet the same retaining task and constraints with corresponding documents.
