Adapting a home: distinguish care insurance from the housing grant

Published on 31 July 2026 · Verified on 18 September 2026 · The Mestravaux.lu team

Mobility difficulties do not automatically fund a device. Identify the scheme, assessment and timetable before including support in your budget. Long-term care insurance and the special housing adaptation grant use different procedures.

The essentials in 30 seconds

  • Care insurance: AEC assessment and CNS decision for the application.
  • Housing grant: central housing aid office, income conditions and eligible spending.
  • Separate maximum limits, approved amounts and remaining costs.
Adapting a home: distinguish care insurance from the housing grant

Start the care-insurance application

AEC states that the file includes an applicant form and an R20 medical report completed by the treating doctor. Both must reach CNS for completeness. Send medical documents to the responsible authority, not in a public quotation request.

Distinguish home adaptation from technical equipment

AEC gives a 35 000 € cap for home adaptations approved on its advice. Subject to other conditions, some situations can qualify without reaching 3.5 hours of help with essential daily activities. This is neither a guaranteed award nor a universal allowance for every device.

Follow the stairlift ordering route

AEC describes a visit, review of 2 quotations, official decision and mandate. CNS then orders from the selected business according to the decision. Non-binding quotations can be obtained beforehand. Tenants or co-owners should clarify required written permission. Budget for maintenance, inspections and repairs under this route.

Consider the housing grant separately

The central housing aid office handles the special adaptation grant. Household income and composition affect it. Limits are 20 000 € per person, 60 % of relevant work costs and pre-tax expenses not covered by care insurance. These limits apply together; they are not a flat reimbursement.

Observe the grant’s own timetable

Guichet specifies application within 2 years of invoice issue, with paid invoices and notably a CNS certificate concerning non-coverage of the adaptations claimed. Confirm eligible expenses and occupancy obligations. Do not transfer care-insurance ordering rules to this grant.

Keep a cautious budget

Request confirmed amounts and excluded spending. Ask the municipality whether an applicable scheme exists and can be combined, without assuming its existence or a standard deadline. Include operating and maintenance expenses. An installer’s offer is not an award decision.

Frequently asked questions

Is there an official percentage?

The housing grant has a 60 % cap and other limits. This does not mean every application receives that percentage.

Can 35 000 € and 20 000 € be added together?

Not as an automatic budget. Authorities must assess expenditure, conditions and existing coverage.

Do completed works rule out every grant?

Not across all schemes: the housing grant has an invoice-based deadline. Care insurance has a different route to clarify before committing.

Where do I request the special adaptation grant?

At the central housing aid office, using the official form and required documents.
